吉里吉里の startanchor タグは、直前に通過したラベルをアンカーとして記憶します。
gotostart タグを実行すると、記憶したアンカーへ戻ります。
ご提供いただいたスクリプトでは startanchor タグより前にラベルが定義されていません。
そのため、gotostart タグの実行時にエラーとなります。

Kirikiri’s startanchor tag remembers the label that passed just before as an anchor.
When you execute the gotostart tag, it returns to the stored anchor.
In the script you provided, no label is defined before the startanchor tag.
Therefore, an error occurs when executing the gotostart tag.
